Legislation: New South Dakota bill package would increase protection for landowners

South Dakota Senate majority leader Casey Crabtree and House majority leader Will Mortenson will introduce a new legislative package dubbed the “Good Neighbor” package that is comprised of three bills, all centered around increasing protections for landowners.

The package has been applauded by farming proponents, including the SD Ag Alliance.

The bill focused on protection for landowners includes land survey reform; liability protection; minimum depth of carbon-capture pipelines of four feet; lifetime repair of drain tile; release of dispersion models; and additional compensation for landowners.

The package also includes funding for counties and townships, including funds to maintain roads and an extraordinary expenses fund, which will be paid for by carbon pipelines.
